SC Upholds Upper Qualification Limits in Public Recruitment

The Supreme Court has ruled that public employment must be granted only to candidates who satisfy the prescribed eligibility criteria. The Court observed that when a person possessing qualifications higher than those specified for a post secures that position, it deprives genuinely eligible candidates of their rightful opportunity.
A bench comprising Justices Ahsanuddin Amanullah and R. Mahadevan set aside a Madras High Court order that had reinstated a temporary bank attendant. The Supreme Court noted that the employee had concealed his graduation qualification in order to obtain a post meant exclusively for candidates with a maximum qualification of Class 10.
The Court emphasized that prescribing an upper educational limit for certain posts is neither arbitrary nor unreasonable. Such criteria are intended to create employment opportunities for individuals who, due to their circumstances, could not pursue higher education. Allowing overqualified candidates to occupy these positions would defeat that objective and unfairly disadvantage those for whom the jobs were specifically reserved.
