The Supreme Court has sought a detailed response from the Jaipur Development Authority (JDA) regarding the large number of coaching institutes operating along Jaipur’s Gopalpura Bypass. The Court questioned why coaching centres continue to function in the area when a dedicated coaching hub was developed in Pratap Nagar at a cost of nearly ₹350 crore. It also raised concerns over reports that land earmarked for the coaching hub is being allotted to other parties.
The matter came up during the hearing of a petition filed by Gopal Kumar, Secretary of the 10-B Scheme Vikas Samiti, and advocate Virendra Agarwal. The Court directed the Additional Solicitor General (ASG), appearing on behalf of the JDA, to submit a comprehensive reply addressing all issues before the next hearing. The State Government and the Municipal Corporation have also been made parties to the case.
Representing the petitioners, advocates R.D. Rastogi and Sarthak Rastogi argued that under Jaipur’s Master Plan, the Gopalpura Bypass is designated for commercial activities. However, around 130 coaching institutes are reportedly operating on an institutional scale within a 1.5-kilometre stretch between the Triveni Nagar culvert and Mahesh Nagar cut.
According to the petition, the area lacks sufficient parking facilities and several buildings do not comply with prescribed safety standards, leading to frequent traffic congestion and inconvenience for residents of nearby colonies, including the 10-B Scheme area.
The petitioners alleged that instead of relocating coaching institutes to the purpose-built coaching hub in Pratap Nagar, the government is considering regularising their operations on Gopalpura Bypass. They further claimed that land within the coaching hub is being sold or allotted to other entities despite the facility having been developed specifically for coaching institutions.
The petition seeks directions to shift the allegedly unauthorized coaching institutes from Gopalpura Bypass to the Pratap Nagar coaching hub and to prevent further regularisation of such institutions in the area.
